The Planning & Zoning Commission on July 22 discussed a new 'private park' use for large resource-conservation parcels, and debated camping limits, access and environmental controls.
Commissioners proposed restricting consecutive campground stays to six nights (with some support for seven) to preserve access for other users. The draft would prohibit locating a private park within 100 feet of a public road without demonstrated access and would require parking and circulation to meet adopted standards. On impervious coverage, staff suggested requiring at least 25% of lot coverage (buildings, roads, decks) to be pervious surface; commissioners asked staff to integrate consistent pervious-surface language into the RC district rules.
Members also discussed permissible low-impact recreation such as disc golf and suggested limiting clearing by square footage when approving such features. Franklin will prepare ordinance text and cross-references for the RC district and return with edits.
