Travis Bruce Ord, representing the solar contractor, gave a detailed schedule and said mobilization began July 7. He described major phases: site preparation now, pile installation and foundations from September to March, tracker and module installs October 2026–April 2027, electrical work through August 2027, and site restoration into early 2028.
Commissioners raised concerns about emergency-services access and road damage from heavy construction traffic. Ord said they would provide 911 coordination, access codes for emergency responders, comply with road-use agreements and bonding, and deploy street sweepers and water trucks as needed. He estimated a construction workforce of roughly 300–350 people at peak and 750–1,000 truck deliveries and said the company will advertise local hiring via QR codes, newspapers and billboards.
