Community Development asks for environmental program support specialist to relieve single coordinator

Charles Harrison, identified in the meeting as the Community Development presenter, asked the board to add an Environmental Program Support Specialist to back up the department’s single environmental coordinator (Ms. Angela Bond). "Currently we only have 1 single person conducting this at this time," Harrison said, describing plan reviews, inspections, enforcement and mandatory reporting to state and federal agencies as daily responsibilities that are requiring more capacity.

Harrison offered a full‑time and a part‑time option (minimum ~20 hours/week for the part‑time fallback) and noted that the county is a "non‑MS4" community that must still defer certain enforcement to the state for disturbances over one acre, adding that routine permitting and reporting remain locally handled. Board members asked whether permit fees are routed to the general fund and whether a revenue/expenditure sheet in the packet could show offsets; department staff said permitting fees partially support operations and that finance will show revenue streams in the quarterly report.
