Midland ISD tightens transfer process; athletic eligibility rules explained

The presenter explained the Apply Midland system, administrative review criteria, appeal windows and committees that examine transfer appeals. "If you're a parent and you're looking to request a transfer for your child, you submit that transfer application through the Apply Midland system during the communicated timeline," staff said.
Wes Torres, Executive Director of Athletics, explained the UIL rules for athletics: students who transfer before 9th grade and who attended a high school's designated feeder school for at least six consecutive months are generally varsity-eligible on day one; transfers during or after 9th grade typically require a Previous Athletic Participation Form (PAPF), which can limit varsity eligibility while the PAPF is reviewed, though students may participate at sub-varsity levels and in practice pending a decision.
Trustees asked clarifying questions about seniors, feeder patterns, wait lists and how appeals are administratively handled; staff said additional details and timelines are published on the district website and that appeal deadlines and appeal committee procedures are followed.
