Donald council finalizes Economic Development Strategic Plan, limits density changes outside downtown

The Donald City Council on April 14 accepted a final Economic Development Strategic Plan prepared with regional coordination and consultant Brendan Buckley. City Manager Eric Underwood introduced the plan during the meeting, and councilors signaled a consensus to finalize the document.
Councilors indicated they "were not in favor of greater density in general but were in favor of increased density in the Downtown Mixed Use (DMU) zone," according to minutes of the meeting. The council did not adopt any new zoning ordinance at the meeting; acceptance of the plan directs staff to move forward with implementation steps identified in the document.
The plan was funded by the Ford Foundation and prepared after an initial regional plan was developed. Underwood and the consultant outlined next steps for local implementation; council discussion focused on where to encourage redevelopment and what types of incentives to consider. The council did not take a separate formal vote on zoning changes at the April 14 meeting.
The city will publish the final plan and bring implementation items back to future meetings for ordinance or program-level decisions.
