Bluffton council asks staff for evidence, mapping and permit clarifications; second reading likely delayed

Council members and staff agreed to additional follow-up before the ordinance returns for a second reading. Staff listed five core follow-up topics: (1) evidentiary support for buffer width (why 50 feet vs. 25 feet), (2) impact on approved plans and federal/state permits, (3) legal risk and current regulatory framework, (4) how buffers operate inside development agreements and PUDs, and (5) how the town can protect wetlands not covered by federal or state jurisdiction.
