Committee backs code change to set minimum standing committees, keeps names flexible

Assistant Manager Sean Cohen reviewed proposed changes to municipal code section 2‑5‑60 and presented two process options: allow committees to act as a gatekeeper that can stop certain nonmandated items from advancing, or require committees to forward recommendations to full council for final action. Cohen explained other jurisdictions’ models and asked for direction on number and composition of standing committees and whether committee rules should be codified or adopted by resolution.
Several council members urged flexibility tied to the strategic plan. After debate on workload balance, composition (three members plus an alternate was proposed) and whether to codify rules or use resolution, the committee moved and seconded a recommendation that the full council amend §2‑5‑60 to require at least two standing committees, leave names and areas of focus to be set by resolution, and include committee options to recommend approval, recommend denial or offer no recommendation to council.
