Wakefield staff: existing pool abatement may overlap with second-meter program

Board members and staff discussed how the long-standing pool sewer-abatement practice would interact with any new second-meter irrigation program. Joe (staff member) described the current practice: if a household installs a permitted new pool or new liner, the sewer charge for the pool fill is deducted from the sewer bill as an abatement.
"If you have a pool, you have a building permit for your pool... they'll take the dimensions of your pool and for a fill, a sewer charge will be deducted from that," Joe said. He advised that if second meters are implemented for irrigation, customers who install a second meter would no longer need to request a separate pool abatement, because outdoor water would be measured off the sewer basis. Staff said they will include the pool-abatement interaction in the draft projections and policy language returned to the board after Labor Day.
