Finance Director Kristen Reed presented Ordinance 2841, describing it as the first budget amendment for 2026 and noting a few edits between first and second reading. Reed said the amendment added an "additional $35,000 for two digital reader boards" to be paid from the street fund and explained the amendment "brings the reserve balance in [Fund 35] below our reserve policy." Reed said the IT-fund transfer was done once and split between funds by the same percentage used in IT budgeting.
The finance committee recommended approval; Council moved and approved Ordinance 2841 on second reading. Reed remained available to answer questions from council members about fund impacts and transfers.
