Director Cabrera explained the ordinance sets the legal framework and does not mandate service levels; any services would be set later through appropriations and the annual budget. Staff said creating the service area in advance avoids ad hoc decisions should private parties request services or development occurs in the area. Members asked whether zoning, CCRs or sale terms would be attached; staff said CCRs are typically handled by homeowners associations and that zoning outside Service Area 1 will be addressed as part of broader planning work.
