Consultants told Foley council Well 3 has the highest manganese and PFAS readings; the recommended near‑term fix is constructing Well 6 at the Well 5 site and, depending on grant rules, abandoning Well 3 or keeping it only as emergency backup.

During the feasibility presentation, Kevin Young told council members that Well 3 both has the highest manganese and is "approaching the proposed maximum contaminant limit for PFOS" and also exceeds a Minnesota health‑based value used for infants. That data underpinned the study's recommendation to build Well 6 at the existing Well 5 site and remove regular reliance on Well 3.
