Traffic engineer: on‑street spaces can accommodate Greenhouse Project services
An independent traffic consultant testified that more than 60 on‑street parking spaces were available near 128 East 24th Street during observed periods and recommended the board consider that supply when weighing the parking special exception.

Al Federico, a traffic engineer retained for the Greenhouse Project, told the zoning board he observed parking availability near the proposed 128 East 24th Street site on one Sunday morning and one Tuesday observation. He said during the Sunday observation there were over 60 on‑street spaces available within a block of the site and that the existing on‑street supply was well in excess of what would be required for the applicant’s expected attendance.
