Facilitator told the board the utility-allowance RFP has been issued and is closing imminently: "The next 2 days, I think. It's, like, really soon." The study will break utility costs down by unit type and bedroom count so future affordability calculations include utilities per HUD definitions. The facilitator recommended the board could review RFP submissions and participate in selection if members wished.
