Executive trims joint operations center scope; committee debates affordability vs. operational needs

The County Executive transmitted a CIP amendment recommending the Public Safety Joint Operations Center (PSJOC) scope be narrowed to cabling and electrical infrastructure and the appropriation reduced to $848,000. Kristen Cummings summarized the amendment, saying the adjustment would fund “cabling information technology connectivity only” and implement the remaining features over time rather than within the 90‑day timeline previously projected.
Council members pushed back, noting the February appropriation anticipated faster completion. Several members who visited the site described missing hardwiring, overloaded Wi‑Fi, furniture and radio connectivity problems and worries about operating critical systems on wireless alone. One member said the facility was still “working off wifi, which when congested… can be very problematic.”
OMB and executive staff said the scope reduction was an affordability decision intended to free GO bond and cash equivalents to help balance the FY27 operating budget. Assistant CAO Earl Stoddard and OMB staff explained that grant funds procured much of the PSJOC’s computer hardware but that federal grants generally will not pay for capital hardwiring, which created a funding mismatch. Director Hodgson and OMB staff provided cost line items: network cabling ~$257,000, radio infrastructure ~$640,000, radios $216,000, and electrical upgrades $37,000; staff told the committee these items together could push needs toward roughly $1.1M to ensure reliable and safe operations.
Committee members asked Cummings and OMB to reconcile the FY26 supplemental appropriation numbers versus FY27 operating implications before full council. Veronica Hawgo (OMB) said releasing $371,000 in GO bond allocations and about $1.012M in cash equivalents could help support FY27 operating needs, but offered to provide precise figures in the full packet. No final funding change was adopted by the committee; staff will return to full council with updated accounting and options.
