Saya Raish described entity resolution as a near-term priority to identify the same person across multiple state systems and propagate corrections so updates in one system update others. He said the state used manual matching during the 2023 summer EBT rollout and wants a programmatic solution that balances probabilistic matching with confidence thresholds and manual oversight.
Raish said entity resolution is on the roadmap for the next year and that the agency envisions fewer paper forms for Vermonters once reliable cross-system identity is available: "Just consent for us to share it with the new program, and you actually don't have to fill out any paper." He cautioned there are statutory and program rules that may require keeping original application data even when it is imperfect.
