Selectboard amends engineering agreement after ARPA audit flags missing state contract language

Town Administrator Shane O'Keefe told the Selectboard an Agency of Natural Resources audit of the North Village ARPA grant found the engineering contract did not include required agency provisions and thus must be amended, and the town must verify the contractor is not debarred.
On a motion by Martha Dale, seconded by Taylor Prouty, the board accepted proposed first amendments to the Dufresne Group service agreements to revise submittal timeframes and specifically include standard State of Vermont contract and grant provisions; the motion passed unanimously. O'Keefe explained the amendment is required for compliance with the agency and to preserve ARPA funding eligibility.
The board authorized the Town Administrator to execute the amendments and asked staff to document compliance steps verifying the contractor's debarment status before further payments or submittals.
