Andrew Parrish of MIG presented the buildable lands inventory methodology and results, explaining how the inventory removes developed parcels, public commitments and constrained land (wetlands, floodplain, utility right‑of‑way) to arrive at net developable acreage.
Parrish reported: "we basically have a total of, a 110 vacant or partially vacant lots across the, industrial and commercial designations in the city, totaling about 276 net developable acres." He added that many of those parcels are small — a majority under five acres — which limits the city's ability to host medium‑ and large‑site users without rezoning or acquiring land outside the UGB.
Parrish also described constraints that reduce supply, notably the Bonneville Power Administration right‑of‑way running through the city and some wetlands and floodplain areas. He noted the inventory follows state guidance for net buildable acres and that infrastructure needs and unwilling property owners could further limit usable supply beyond the GIS estimate.
Staff and consultants said these results feed directly into decisions about whether the city pursues UGB expansion, UGB swaps, or code revisions to better match site supply to forecasted demand.
