Consultants outline projects, maps and interchange study in Boardman TSP presentation

Matt Hugart of Kittleson & Associates presented the draft Transportation System Plan (TSP) to the Boardman City Council on Nov. 18, walking councilors and the public through the plan's goals, maps and project lists.
Hugart said the team derived six guiding goals—safety, mobility, accessibility and connectivity, sustainability, and strategic investment—and used parcel screening to project build-out over a 20-year horizon. He described several new map products included in the draft TSP: a jurisdictional roadway map assigning responsibility to City, ODOT, county and Port of Morrow; an updated roadway functional-classification map (from freeway to local street); a truck freight and high-wide-heavy routes map; and separate pedestrian and bicycle project maps.
On the I-84/Main Street interchange, Hugart said the draft TSP includes a green-box placeholder labeled project r25 and recommends the city undertake a separate Interchange Area Management Plan (IAMP) update to address long-term capacity and sight-distance deficiencies. "One of the things we realized ... is there were a number of long-term capacity issues ... so project r25 ... will be included in the TSP for the city to come back at some point in the near future, and reopen the interchange area management plan from 2009," Hugart said.
Hugart and staff distinguished financially constrained projects (those the city expects to be able to fund through identified capital budgets) from aspirational projects (projects without identified funding that would require grants or outside funding). He noted that a proposed bike crossing over I-84 is on the aspirational list due to high cost but said including it in the plan is a first step toward future funding opportunities.
Hugart also flagged the project schedule: "Our contract with ODOT runs out here in mid to late December," he said, emphasizing the timeline staff used to request council action.
