At second reading the council considered an ordinance to amend Article 9.53 (mandatory curbside recycling). Staff read the title and said reading by title was sufficient; the ordinance offers residents three options: continue using their current green recycling tote, purchase a city‑provided 45‑gallon blue container with lid and wheels for a one‑time $20 fee, or use a privately purchased container that meets the program requirements.
