The commission voted to begin its established voting procedure at the second step rather than at step one. Chair Terry called for a motion to start at the second step; Carol moved and Ebony seconded. Chair Terry announced the motion and commissioners voiced 'Aye,' and the commission agreed to use the modified starting point.
