Selectboard endorses using model WRC river-corridor bylaws to update flood rules

Will Goodwin, the town’s Zoning Administrator, told the Selectboard that Londonderry’s flood bylaws are outdated following passage of Act 121 and that Windham Regional Commission recommended adopting model river-corridor regulations. Goodwin said the proposed updates would extend conditional-use review to many more projects within 500 feet of structures — covering new septic systems, accessory dwelling units, fences, fully licensed RVs, electrical work, and substantial improvements — effectively doubling the number of projects subject to review.
Martha Dale moved to endorse the Planning Commission’s decision to utilize the model WRC bylaws for River Corridors for the purpose of updating Londonderry’s Zoning Bylaws; the motion passed unanimously. Goodwin indicated he will proceed with pursuing bylaw modifications; the board’s endorsement signals an intent to align local rules with expected future requirements (mandatory by 2028).
