Payson planning panel recommends city's routine municipal code updates after brief hearing

The Payson City Planning Commission on Jan. 14 recommended that the City Council adopt a set of routine clarifying updates to the city's Development Guidelines, Standard Construction Details and Electrical Construction Standards and Specifications.

Planner Jonathan Knight told the commission the update is "a routine update intended to clarify topics that generated a number of questions, provide additional detail, and clear up items that needed further explanation," and noted that highlighted text in the draft is new while clouded text indicates modifications. Chair Kirk Beecher suggested adding Central Utah Water to the contacts page and a few other minor clarifications during the staff presentation.

Commissioner Kepi Heimuli moved to open the public hearing; there were no public comments and the hearing was closed. Heimuli then moved to recommend approval of the municipal code updates to the City Council, with Commissioner Rachel Becker seconding. A roll-call vote recorded yes votes from Perry Adams, Rachel Becker, Kirk Beecher, Bob Gedeborg and Kepi Heimuli; the motion carried.

The commission's recommendation sends the clarified standards to the City Council for adoption; the staff presentation explained that these documents are adopted by the City Council as an extension of the Payson City Municipal Code and are intended to provide clearer guidance to applicants, contractors and staff. The commission made no substantive changes to the proposal beyond minor clarifications and the suggested contact addition. The commission adjourned at 6:20 p.m.
