Council considered two personnel and procedural policies July 8 but took no final action. On agenda item 8.a, City Attorney Ed Adrian introduced a draft 'Policy on Civil Behavior for Appointees and Municipal Employees' and the council asked him to add clarifying language to Section 3 (definition of 'Civil Behavior') and Section 5 (investigation) before returning the draft for further consideration.
