Boardman PAC gets overview of combined comprehensive plan and development code update
Summary
Staff told the Comprehensive Plan and Development Code Public Advisory Committee (PAC) the update combines a 20-year comp plan and development code, draws on recent technical work (TSP, EOA), launched publicly in January 2025, and aims for adoption by late 2025 to early 2026.

Anna, the project director working with the consultant team, opened the PAC meeting by framing the work as a combined comprehensive plan and development code update that will guide Boardman for roughly a 20-year horizon. She said the project formally kicked off at the end of 2024 and was publicly launched in January 2025; technical inputs include a Transportation System Plan (TSP) and an Economic Opportunity Analysis (EOA).
"This work officially kicked off end of 2024," Anna said, noting there had already been two engagement days and more than 600 people participated in outreach exercises. The team emphasized the comp plan will be a synthesis of technical analyses and community priorities and that the development code follow-up will bring zoning and implementation details back to PAC in subsequent meetings. Staff said the project is on track for adoption by the end of this year, with possible carryover into early next year if needed.
