Council pauses RV‑park ordinance at Lyle Dade Park, asks staff to return with operations plan

City staff presented a draft ordinance to amend the municipal code to allow an RV park at Lyle Dade Park (north of Wild Bay Park). Public Works Director Kevin told council the current capital estimate, including a 20% contingency, is $136,114.56 and that staff still need to identify how reservations and refunds will be administered and what software will be used. "We still need to do more research on that for sure," Kevin said, and recommended staff return with proposals for reservations software, administrative responsibilities and operational cost estimates.

Councilors expressed interest in automating reservations to minimize labor, discussed possible nightly rates (one councilor ballparked about $40 based on a neighboring city's practice), and raised questions about whether SDC (System Development Charge) funds could be used. Several councilors suggested delaying adoption or delaying the ordinance’s effective date until operational questions and funding sources were clarified; staff were directed to return with details for council consideration.
