The scheme includes the mayor of Jackson, two at-large members appointed by the Jackson mayor and confirmed by the Jackson city council, two at-large members appointed by the governor, one appointed by the lieutenant governor, one appointed by the governor upon the mayor's advice and with Senate confirmation, and additional appointees by the mayors of Byram and Ridgeland.
