During public comment, Chris McCune said she has a disability and reported difficulty reading a mailing about mandatory carts without a magnifying glass. McCune asked the council to allow her to keep her two current waste cans instead of receiving a mandatory issued cart, saying she would be unable to maneuver the cart and was concerned about ice and snow making handling hazardous.
