Pasco MPO board adopts 2027–28 Unified Planning Work Program

The Pasco County Metropolitan Planning Organization voted to adopt its Unified Planning Work Program (UPWP) for fiscal years 2027 and 2028 after receiving approvals from state and federal transportation agencies.
"The UPWP is the MPO's 2 year work program," Dr. Keontre Campbell, planning manager for the Pasco MPO, told the board as he outlined the document that describes transportation planning activities and how federal, state and local funds will support them. Campbell said the initial draft was released to the public on 03/12/2026 and that the public comment period ran for 30 days, ending 04/12/2026. He noted the board had approved the UPWP previously pending final approvals from the Florida Department of Transportation, the Federal Highway Administration and the Federal Transit Administration; those approvals have now been granted and staff recommended formal adoption.
A board member asked why the MPO held a special meeting for the item. Campbell replied that changes requested by FDOT and FHWA after resubmission required updates to portions of the document, which prompted the special meeting. Staff member Miss Gorman added that without making the required changes the UPWP could not be effective on the intended date and that updates were needed so budgeting parameters and the MPO's work program would align with agency requirements.
A member moved to approve the UPWP; a second was recorded and the clerk conducted a roll call. The recorded roll-call responses in the transcript were 'Aye' for members as called and the motion carried; the transcript does not include a fully disaggregated, individual-by-individual vote count in the text.
The adoption makes the FY 2027–28 UPWP the MPO's official two‑year planning roadmap; staff said it will guide the agency's planning activities and how federally and state‑distributed funds are programmed and tracked. The board signaled the adoption is final now that coordinating agencies have approved the document.
