Council approves settlement agreement related to QMC development after executive session

City Attorney Joanna summarized the background of a contested mixed‑use development application by QMC (also referenced as Cortera in the staff report) and said the developer and a neighboring property owner, David Grampa, reached a settlement and signed an agreement. She said two other appeals had been dismissed and that Mr. Grampa’s appeal remained live, with certain motions pending, but that the private parties had executed a settlement and requested city approval to enter the agreement. Joanna told council staff and city attorneys had reviewed the terms and that none required monetary payment by the city.
