Board hears how governance, audits and staffing would work under a single‑district charter

Kelly reviewed staffing and licensure requirements, noting that at least 50% of teachers and administrators combined must be licensed or registered through the Teacher Standards and Practices Commission (TSPC). She also reminded members that public‑meeting and open‑records rules and federal protections (ESSA, IDEA, civil‑rights laws) continue to apply to charter schools. The board discussed whether to form a subcommittee to draft a charter proposal and Kelly recommended subcommittees and town‑hall style community engagement to build the contract and policies.
No governance change was approved; members asked staff to return with draft options for board subcommittees and a recommended public‑engagement plan. Kelly said she could connect the board to OSBA resources and to existing single‑district charters for peer guidance.
