Staff argues corridor development zone will support MD-355 redevelopment; panel asks about height and setbacks

Jake McQueen said the CD zone is intended to promote redevelopment along the MD-355 corridor by permitting greater density and a mix of uses, and pointed to the Lake Forest Mall and the Lake Forest Transit Center as catalysts for housing and redevelopment. "The zone encourages redevelopment along the MD 355 Corridor and promotes revitalization by creating opportunities to add value through density, a mix of uses, and flexible development standards," he said.
Council members asked about the rationale for the CD height limit and setbacks. A commissioner observed a 25-foot setback for taller buildings "would be pretty close to another building," and staff explained those setback numbers come from the current zoning code and the 10-story cap was carried forward from prior code revisions. Staff also said CD rezoning would help make nonconforming apartment properties (Seneca Heights) conform to a district that allows residential uses.
