Task force urges IGA amendment and strategic framework to prepare library district for future

Staff reported that the library district task force narrowed several options down to two recommendations: (a) direct staff to propose an amendment to the intergovernmental agreement (IGA) clarifying the use of district funds for capital expenses and allocated costs, and (b) direct staff to initiate creation of a strategic framework that would prepare the district for its 20th year, including hiring a consultant to produce a systems plan and economic feasibility study.

Staff said the first recommendation could be executed within three to five months but noted both recommendations remain advisory to the Clackamas County Commissioners; the task force cannot unilaterally change the IGA and implementation depends on whether the county commissioners place the matter on their agenda and accept the recommendations. Board members discussed that cities such as Gladstone and Sandy had advocated for flexibility in using district funds for construction and that the original agreement can be overruled by the county commissioners.
