Payson planning commission recommends subdivision code change to clarify residential density

During the meeting, city staff member Michael Bryant described the change as a simplification of existing language: “she gave gives us, a new definition for density, and then gets rid of the 2 definitions that we have called gross density and net density,” which staff said will reduce disputes over which density measure applies. Commissioner Frisbie moved to forward the recommendation as proposed by staff; the motion was seconded and recorded as carried with five yes votes.
The proposed revisions aim to remove references to units-per-acre in plan documents and instead point to the most appropriate zoning for an area, according to staff. The commission opened a public hearing for the subdivision code amendment, heard no public comments, and closed the hearing before voting.
The commission’s recommendation is advisory; final action will be taken by the City Council once it considers the amendments.
