Council adopted Ordinance 2025-31 on November 17 to formalize the Economic Development Strategic Plan as an addendum to the Envision Sandy 2050 comprehensive plan. Staff said adopting the plan by ordinance strengthens the city’s ability to prioritize projects and work with urban renewal and other programs.
Staff explained the plan was prepared previously (2022–23) with consultant input and economic advisory board review and that the planning commission found the document satisfactory. The plan’s priorities, staff said, could be used to guide future allocation of the 190 conditional ERUs and to focus urban renewal or other investment decisions.
The council held the legislative hearing, took no public testimony, and approved the 1st and 2nd readings of the ordinance unanimously. Staff described the adoption as a step to create a clearer, codified foundation for future economic-development decisions.
