Parowan City moved up a Request for Qualifications (RFQ) to select an engineering consultant to design and seek grant funding for a new Automated Weather Observing System (AWOS). City staff told the Airport Board that the AWOS was not part of the current consultant’s original qualifications package, meaning the city must select a qualified firm now so design and FAA grant work can proceed this year.
The RFQ submissions are due a week from Friday; Councilmember David Harris and Chairman Luke Carlson will serve on the selection committee, and other board members were invited to participate in reviews. Staff emphasized the procurement must follow federal rules that require selection on qualifications first and price negotiations only after award. The consultant chosen will begin design work and grant applications immediately.
