Commissioners sought language that would tie mitigation measures or funding commitments to specific phases of build-out, while recognizing certain regional infrastructure solutions would require County Council leadership and interagency coordination (including UDOT and transportation authorities).
The commission’s recommended package to council asks for an explicit traffic mitigation pathway — including site-specific measures, coordination with adjacent projects and a plan for funding or prioritizing needed improvements — to guide any development agreement and phasing schedule.
