Austin Parker read the draft code language specifying that existing nonconforming and approved projects would not be altered by adopting the new code, but that any future expansion of existing wind projects would require a conditional use permit. "There is an existing wind farm development project approved... nothing related to the defined scope of the wind project is in any way affected by this code. However, any future expansion of this wind project shall require a conditional use permit," Parker said.
Residents responded with competing views. Don Leger warned that adoption is the only realistic way to stop a proposed Pony Express project and urged adoption to prevent further industrial wind expansion. Conversely, some residents highlighted potential economic benefits and county revenues, and Parker noted a representative large project's contribution of roughly $900,000 a year to county coffers—figures he used to compare against a $16,000,000 county budget.
