District administrators presented baseline data for Union SD 5's integrated plan and annual report, identifying three focus measures: 3rd-grade reading, 6th-grade math, and 9th-grade on-track status. Superintendent Carter said 132 students were eligible for statewide testing with 14 opting out, yielding about 89 percent participation among 3rd through 6th graders.
Carter walked the board through grade-level comparisons to state averages. "The state average of 41% for 3rd grade reading; Union School District is at 39%," Carter said, noting the district is close but sees room for improvement. For 6th-grade math, Union's performance tracked near the state average (around 29%). Administrators recommended continuing adopted interventions (STAR, iReady, new curriculum) and producing year-to-year comparison spreadsheets so the board can track cohort growth rather than single-year snapshots.
