"If you go with 3 commissioners, then it's considered a meeting probably, and I would have to take minutes and do all that kind of stuff," the clerk (speaker 4) warned, explaining the difference between an advisory panel and a meeting of the full board. Commissioners discussed stepping back one commissioner or having a staff member take minutes to avoid additional procedural burdens.
