County moves forward on Chester assessment center pilot, drafting RFP with OJJDP grant support

County staff described a pilot plan to open an assessment center in Chester to divert youth from the delinquency system when appropriate and to coordinate services.
"We're drafting an RFP to bring before council to see if we can encourage an agency to run that assessment center," Chris Welsh said. He and other staff said the county has an OJJDP grant to fund a needs assessment and the development of an evaluation tool that would be provided to the board and potential service providers.
Speakers emphasized tailoring the center to local needs rather than copying Philadelphia's citywide model, noting Delaware County's many jurisdictions would make an identical approach impractical. Staff said the contractor will pull together prior assessments and best practices and that the county intends to help smaller nonprofits with technical assistance so they can meet reporting requirements and be eligible to provide services.
The board asked staff to place Sam Williams or the grant coordinator on a future agenda for a fuller update; staff agreed to do so.
