Marshall County adopts construction evaluation resolution for confinement feeding permits

The Marshall County Board of Supervisors adopted Resolution 2026-0001 on Jan. 2, 2026 to participate in the construction evaluation process under Iowa Code section 459.304. The resolution directs the board to evaluate every construction permit application for a proposed confinement feeding operation structure received between Feb. 1, 2026, and Jan. 31, 2027, using the master matrix established in Iowa Code §459.305; the board’s recommendation to the Iowa Department of Natural Resources may be based on the final master matrix score or on other reasons the board records. The motion, moved by Supervisor Kevin Goodman and seconded by Supervisor Carol Hibbs, carried 3-0.
The resolution makes Marshall County eligible to submit an adopted recommendation to the DNR on any such permit application and preserves the county’s ability to contest a DNR decision on a specific application, per the statutory process spelled out in the resolution text. The board recorded passage in the minutes and attested by signature.
