County approves Celerity utility permit, denies private approach; bridge updates given

John Bey, Highway Superintendent, recommended approval of a utility permit submitted by Celerity Internet to place underground telecommunications facilities and bore under Hillsview Road (special conditions include locating utilities at the outer limits of the right-of-way, minimum depth per county ordinance, prohibition on tracked equipment and a $12,000 bond). The board voted to approve the permit on the highway superintendent’s recommendation.
The commission denied a private approach permit for Karl Schenk. Bey also provided updates on Christensen Drive and Maitland Road bridge projects and reported highway personnel would attend MSHA training Jan. 13–15, 2026. The permit approval includes several special conditions and the minutes note failure to comply will render the permit null and void and could require removal or restoration at the applicant’s expense.
