County staff explained two paths for covering the immediate lab relocation cost: deduct $58,021.66 from the Weaver & Jacobs contract contingency (reducing the contractor's pot) or allow invoices to be paid from the capital project so county general funds are not prematurely committed. Staff cautioned that removing money from the contractor's contingency could later increase costs because change orders may be subject to overhead, profit and payment‑performance adjustments.
"If you take that away from the contractor... it's almost like getting a credit card and it says 0% for 12 months," a staff member told commissioners as they described the accounting impacts and potential downstream costs. Commissioners asked staff and the clerk to clarify the mechanics and report back; staff said Lucy and Rhonda will work with the chair to finalize how invoices will be handled and whether to adjust contract figures.
