An engineering representative (S9) told commissioners the Kepler harbor engineering design is about 70% complete with two tasks remaining. The engineer described the current phase as engineering and permitting and warned that identification of an old pipeline may complicate and delay permits.
"We're about, on the engineering design, we're, like, 70%," the engineer said. Commissioners asked for monthly updates and were told staff will give routine progress reports while they complete permitting steps and coordinate with state agencies.
Commissioners noted funding for related wetland restoration and park improvements will affect scheduling; staff said grants have provided matching funds and that shovel‑ready work depends on completing both permits and paperwork.
