Cameron County adopts resolution opposing high‑water‑use data‑centers without safeguards

The Cameron County Commissioners Court voted April 7 to adopt a resolution expressing concern about large data‑center developments that could strain local water supplies and the electric grid.

The Judge read the resolution on the court floor and emphasized the county’s limited land‑use authority under Texas law while urging safeguards: "The Cameron County Commissioners Court supports responsible economic development. However, the court formally expresses opposition to the use of open loop evaporative cooling systems or other high volume potable water consumption technologies in large scale ... absent demonstrated sustainable supply and mitigation safeguards," the Judge read as part of the resolution.

The resolution asks state regulators and developers for full reporting of anticipated electricity demand, water usage and infrastructure impacts prior to final approvals, and it calls for independent impact analyses on grid reliability, water availability and effects on agricultural lands and wildlife habitat. It also urges lawmakers to consider legislation that would give counties and municipalities more meaningful participation in land‑use and infrastructure planning for large projects.

Commissioners who spoke in favor said the language was appropriately cautious and allows for later amendments as more information becomes available. The court adopted the resolution on a motion and vote; the judge thanked colleagues for their support and said staff will continue to coordinate with municipalities on potential projects.
