Commissioner Chad Carpenter opened a discussion about adding developments to Kendall County’s '391' requests to require the Texas Commission on Environmental Quality (TCEQ) to meet with the county about permit requests. Carpenter described Kendall County as a Priority Groundwater Management Area (PGMA) and said adding developments to a 391 would compel TCEQ engagement on permits involving public-water systems, treated wastewater discharges into creeks, or certain air emissions from new businesses.
