Committee follows Robert’s Rules; members deliberate in open session before unanimous votes

Judge Peter Sakai opened the hearing with a run‑of‑show and instructions about procedure, telling members that motions will require a second and discussion before a vote under Robert’s Rules of Order. He explained the committee’s referral thresholds to Commissioners Court and that unanimity by the nine members would require the court to include an approved increase in the budget.

When members were ready, John Mark Connolly made the motion and the panel discussed and amended it before voting; Sakai allowed members to confer briefly in the open meeting and emphasized the public nature of the hearing. After each motion, Sakai called for a show of hands and recorded a unanimous recommendation of a 6% increase for each constable precinct. The committee adhered to the procedural guidance provided by legal counsel Larry Roberson and then the meeting was adjourned.
