The court approved creation of a new classification, Heavy Equipment Operator III (HE03), to address specialized equipment operations across road and bridge precincts. Human resources explained the HE03 is positioned above existing operator classes but below lead crewman in pay and supervision responsibilities; it is intended to cover operators of specialized equipment that may not require a commercial driver's license.
