Commissioners direct fire marshal to study possible Diwali fireworks authorization

Following a presentation and community requests, the court unanimously directed the Harris County Fire Marshal’s Office to convene fire departments, EMS agencies and community stakeholders to study whether the county should authorize fireworks sales and use for Diwali. Commissioner Briones framed the motion as an inclusivity and safety exercise and asked the marshal to return with a proposal by Sept. 19, 2024. As part of the discussion, commissioners raised safety questions about timing (school calendars), staffing impacts on precincts with large unincorporated areas, and the possibility of controlled celebrations as a mitigation measure.

The fire marshal’s evaluation was to include 1st-responder input, budget and staffing implications, and potential controlled-event models. The court voted to direct the fire marshal’s office to present a proposed plan in accordance with statute. No ordinance change was adopted today; the item was a study-and-report directive with a firm return date.
