The judge and budget staff described the role as a transfer and expansion of an existing emergency‑management assistant post into a position that will report operationally to the Commissioners Court while meeting any statutory reporting requirements to the county judge. Commissioners discussed that the transfer saves creating a brand new slot but expands responsibilities to serve all county departments.
Commissioner Waller moved the approval with Commissioner Collin seconding; the motion carried 5–0. Staff said the position is budgeted at a salary range comparable to the previous line (roughly in the low‑to‑mid $80,000 range when combined with assumed benefits) and that equipment and desk cap costs would be handled through IT and department caps.
